1. Introduction
England is one of constituent elements and the backbone part of the UK. Traditionally, England was perceived as highly conservative and the structure of the local population, to a significant extent, proves this stereotyped view on England since the main part of the local population, more than 87% were born in England. At the same time, England is susceptible to general trends that could be observed in the EU, including such countries as Germany, and other developed countries such as the USA. In such a situation, it is important to define the major demographic trends that could be observed nowadays in England and discuss the current demographic situation in order to better understand possible problems and perspectives of England in the future.

2. Population growth and fertility rate
Basically, England is densely populated, with the population about 50,5 million people (Fertility Rate for England in 2001). In this regard, it is similar to other well-developed countries such as Germany, where the density of population is also very high compared to its relatively small territory, which consistently smaller than that of the US, for instance. At the present moment, the demographic situation in England is relatively stable though, in recent years, it has demonstrated a bit disturbing trend to the gradual decline of the fertility rate and decrease of the growth of population. At this point the situation in England, where the fertility rate constitutes 1,65, is comparable to that of Germany, where the fertility rate is even lower and constitutes 1,45 (Fertility Rate for England in 2001, see Table 1 and 3). In this respect, the demographic situation in the US seems consistently better since the fertility rate of this country is 2,09 that is the highest fertility rate among well-developed countries of the world (U.S. Census Bureau).

3. Major demographic problems
In spite of a relatively stable demographic situation, England may face significant problems in the future, which are actually similar to those of Germany, since the low fertility rate and strict immigration legislation slows down the growth of the population and its natural reproduction become insufficient to meet the growing needs of the local population, especially taking into consideration the increasing life expectancy that increases the share of the older people in the structure of English and German population (see Table 4 and 5). In contrast, the US face the problem of the illegal immigration, which improves demographic situation in the country but deteriorates the economic potential of the local population. In this respect, it should be said that the ethnic diversity of the USA reflects the large share of immigrant population in the structure of American society compared to England and Germany (see Table 1 and 2).

At the same time, it should be pointed out that the age structure of the population in England and Germany is similar and basically reveal the same problem, which both England and Germany may face in the future – the problem of the further growth of the population and its natural reproduction. What is meant here is the fact that the growth of the population and its reproduction in England would gradually decline because the share of people at the age over 60 steadily increases. Even nowadays, this category of people constitutes about 20% of the population in both England and Germany, while in the future its share will increase even more. Consequently, England as well as Germany will naturally face the problem of the reproduction of the population.

Furthermore, it is also possible to indicate to possible socio-cultural problems England may face since the current demographic trends indicate to the necessity of the introduction of more liberal immigrant policy, but England is very conservative and its predominantly British population may be simply unprepared for the change of its traditional socio-cultural environment. In this regard, it is possible to refer to the USA, where various ethnic groups and communities can maintain their culture and tradition and the process of assimilation is rather mild. In contrast, England as well as Germany may have difficulties because the dominant ethnic groups, i.e. British and Germans get used to the domination and, therefore, there may be problems with tolerance in relation to other cultures.

4. Conclusion
In conclusion, it should be said that the demographic situation in England reveals certain problems the country will have to cope with in the nearest future. Otherwise, it may face serious demographic and economic crisis and, in this regard, the experience of the US may be adopted in England. In this respect, the necessity of change the immigration policy in response to the low fertility and population growth may be viewed as the main challenge in the demographic policy of England as well as Germany.

The United States of America is a federal republic. Such a structure of the country assumes the division of powers between local and federal authorities. The local government of 50 states to great extends copies the structure of the federal government. Each state has a representative of judiciary, executive and legislative branches of power. Same as the Congress of the United States, the legislative organizations of each state are bicameral except Nebraska. There is a separate supreme court in each state and in addition each state has its own Constitution. There are many cases, when the powers of local governments and federal one overlap. For example, both, local and federal governments have the right to tax, to establish courts and enforce laws. These areas become the battle field for local and state authorities. Despite states can not adopt laws, which contradict to the Constitution, producing laws also sometimes becomes a reason of loud debates.

State governments have a wide range of functions. They are responsible for encompassing conservation, licensing, public safety measure and regulation of agriculture and industry. They also implement business regulations and take care about health and education of the state. The government usually is the head of the administrative unite. Local governments are organized as assisting organizations, which aim to carry and protect the power of the constitution. Local governments have a right only to that part of power, which is given to them by the states. Local democracy is a traditional policy of the United States of America. Even the smallest areas of the country have local governments. Like mentioned above, this structure can be explained by the historical peculiarities of the United States, which was traditionally inhabited by different people from all over the world. These people had different needs and they needed different regulations and local government gave that opportunity to the local communities. Municipal or city services make smaller units inside the local authorities. These units are responsible for delivering different services for the cities. From the one side we can see that diverse structure of power division in the United States is designed in order to meet diverse needs of its population. From the other side we can see that such a division can become a source of problems in some cases.

Very often Local and State government want to share rights and powers but forget about responsibilities. The Hurricane Katrina, which caused many harm and destruction in 2005, became a very bright illustration of the problem. The consequences of the Hurricane became devastating not only for the American land. It also caused loud debates about the relations between local and federal government.

Loud dispute, heated by the mass media stated that Federal government failed to give an adequate and timely response to the consequences of the Hurricane. Specialists, who criticized governmental actions, state that instead of necessary help, which it was unable to give, the Federal government did not let of other rescue services to help people. Information about the scope of the tragedy was not delivered timely and this resulted additional human victims. Local government also failed to give timely help to its citizens. Local authorities did not implement the evacuation plan, the victims of the tragedy were left for themselves without shelter, food and water. Bad consequences of this terrible tragedy became the result of both – the failure of the local government to organize timely evacuation and imperfect emergency management, performed by the Federal government. The tragedy illustrated very vividly that local and Federal governments are not able to share not only powers but also duties and responsibilities in a right way. In the case of emergency one separate state was not able to cope with the tragedy, while the Governmental forces were not timely delivered in order to prevent or liquidate the consequences of the tragedy. The consequences of the tragedy made many people doubt the effectiveness of the power division in the country. As we can see competition between the local and federal government can be even dangerous for the country. The process of decentralization, which became especially strong starting from the last decades of the last century brings not only good to the country. It can also have a potential danger when some duties and responsibilities are neglected by both, local and Federal government.

The scale of republic
The United States was the first republic of the large scale. From political and social perspectives, the republic of such a scale would not be politically sound. Despite of the unity, the fragmentation is one of the main characteristics of the modern republic. While the division, geographical, social, as well as psychological, is vividly maintained by governmental authorities as well as the nation itself, there is a common history for Americans. Early republic was young and framers shared no history. Today, on the other side, the Americans can be referred to as a nation because many generations have grown on this land. In this paper I will present results of my research regarding history and evolution of virtual communities. I will provide the general definition of virtual community or how it is frequently referred to- online community, define the place of their establishment, follow formation process, and define their present and possible future forms, extensively using examples. I will also make the research regarding possible positive and negative sides of virtual communities, as well as discuss media involvement.

1. Introduction
The term “virtual community” was first introduced and cited as commonplace by Howard Rheingold for the definition of online cultures. This is how Rheingold defines virtual community: “social aggregations that emerge from the Net when enough people carry on those public discussions long enough, which sufficient human feeling, to form webs of personal relationships in cyberspace.”

A virtual community, which is frequently referred to as e-community, is said to be the group of people, which predominantly interact by means of communication media for their own purposes, including sharing music, videos, ideas, information, discussing events, etc. During the last decade virtual communities became undividable part of the communication process between people, which can know each other in real life, or get acquainted in the virtual space in consequence of similar interests. Many means are utilized in social software in combination or separately, and that include particular issue- related chat-rooms, discussion forums, exchanging video texts and making avatars for being special. Many techniques are involved in social software to make the communication process more pleasant, effective and convenient. Dramatic changes in social people’s lives may have resulted from the spread of such social networks that are Internet-based. This is what Rheingold wrote on regard people of virtual communities: “People in virtual communities use words on screens to exchange pleasantries and argue, engage in intellectual discourse, conduct commerce, exchange knowledge, share emotional support, make plans, brainstorm, gossip, feud, fall in love, find friends and lose them, play games, flirt, create a little high art and a lot if idle talk. People in virtual communities do just about everything people do in real life, but we leave our bodies behind. You can’t kiss anybody and nobody can punch you in the nose, but a lot can happen within those boundaries. To the millions who have been drawn into it, the richness and vitality of computer-linked cultures is attractive, even addictive”.

There numerous discussions in Internet regarding the definition of online communities and how do they work. Cliff Figallo, for instance, in his “Hosting Web Communities” presumed that each virtual community has the set of attributes that form the connection among its members and participants. Those connections appear with people that have similar interests and with that connection they form a kind of mutual history, and relationships can last as long as there are still discussion topics.

All members and participants of virtual community should be supportive to each other, though there is still place for adequate critique. They should accept opinions of other members, accept their individual styles and points of view. Basically the emergence virtual communities increased people’s abilities to come together, sharing thoughts and form groups and organizations. Those communities can be often characterized by three main things, which are common interests, sense interaction and identification (Bock, 1999). Virtual communities are becoming even fashionable time to spend, when people perform particular tasks, have their set pattern of behavior, role, language, etc. During online communication people can change their manner of expressing thoughts, they can write with mistakes using slang, even in real life they could have diploma with Linguistics major.

Online community should also be designed in the way to attract all the time new members and participants, it should have a kind of web-PR, it should also meet in the full extent its members needs and expectations and have a strong potential for future development.

There is also an idea that there can be two types of online communities- intellectual and functional. Intellectual communities can be characterized with the shared intellectual interest, such as politics, religion, popular game, movie or movie star. And in functional online community members usually use the common platform for interaction, they play online games together. This type of virtual community is more operational.

Author Amy Jo Kim stresses the potential difference between online communities that are traditionally structured (chat rooms, message boards, etc.), and more individually centric, bottom-up social tools (instant messaging buddy lists, blogs), and proposes the latter are getting in popularity.

2.1 Levels of virtual communities membership lifecycle
Virtual communities’ membership life cycle was proposed by Amy Jo Kim in year 2000 in book “Community Building on the Web: Secret Strategies for Successful Online Communities”. It claims that participants of online communities start their life in a community as simple visitors, or lurkers, as he called them. After passing this stage of interaction, people become more engaged and start to participate in community life. After making contributions for a definite period of time they become regular visitors and participators, or regulars. If they break through another barrier they are being transformed to leaders, and when they have contributed to the community for longer period of time, they become elders. This life cycle is applicable to many online communities, most probably to bulletin boards, as well as to blogs.

Lave and Wenger in “Communities of Practice. Learning as a social system” and their mutual research works also proposed the similar model of membership life cycle; they described a cycle of how users become involved into online communities using the legitimate peripheral participation principles. They propose five types of trajectories in a learning community. The first comes peripheral (for instance, lurker), which presumes the outside, unstructured participation. The second refers to inbound (for instance, novice), which implies that the newcomer is introduced in the community and coming towards more full participation. Natural disaster threats accompany people practically everywhere and often people are unconscious of the fact that one day the disaster may struck and change their life dramatically. In such a situation, it is extremely important to get prepared to potential disasters and know how to act and behave in different situations. To put it more precisely, it is necessary to have a clear plan of action in case of a disaster and, what is not less important, it is necessary to clearly understand what real natural disasters can really occur in the given area, for instance the IUB area, because it is apparently useless to prepare for a flood in a desert or ignore threat in such area as IUB. In such a way, it is obvious that in order to come prepared to a disaster it is necessary to know possibly more information about the disaster itself, its effects and ways of prevention, and have a clear plan of action if the disaster’s prevention has failed.

Basically, IUB area is susceptible to such natural disaster as floods. Naturally, very extreme situations when floods paralyze the life of the region are quite rare, if not to say exceptional, but still the physical position of the region and the presence of natural water basins expose the area to a serious threat of floods. It should be pointed out that the threat of foods is deteriorated by the intervention of humans in natural processes that lead to changes in the local river systems. Obviously, the situation when in the result of the changes made by human in the local environment water can potentially flow into one direction and not the multitude directions expose the area to a threat of the very destructing effects of floods in IUB. In fact, the problem is that students are not very enthusiastic in preparation for a disaster living in their specific community where they are basically focused on the current problems and prefer to ignore potential threats.

In such a situation, informing students about the disaster and its potential effects is crucial because it will make them more concerned and more focused on the necessity of preparation to such a disaster as a flood and they will more readily learn how they should act in case of the disaster. In fact, the potential flood, if it is really huge and covers a large area, may practically paralyze the life of IUB. To put it more precisely, any sort of communication with the external world will be hardly possible because even the most sophisticated means of telecommunication will not work if the flood destroys the major infrastructure of IUB. Furthermore, the evacuation of students may be quite problematic because vehicles, namely automobiles, will be useless in case of the flood. Consequently, students will have little opportunities to leave the area in a short period of time, neither they will be able to receive an immediate help from the external world. This means that the supply of essential products, such as food, clean water, or even some medicament that may be needed if some students are injured, will be highly problematic. In such a situation, it is obvious that students should get prepared for the disaster beforehand, in order to be able to survive and live autonomously from the external world at least for a few days until the stable supply or evacuation of students will take place.

Plan of actions
Obviously, in the case of the flood the faster the students react on the disaster the less serious will be the effects of the disaster. In this respect, it should be said that they should have a clear plan of actions which includes not only actions in response to the disaster but also some preparatory actions.

Firstly, it is necessary to prepare some essential products such as food and drinking water which should be stored and regularly renewed in the areas which cannot be affected by the flood, i.e. areas which water cannot reach. It should be dry places with a regulated temperature. In case of the disaster the storage could be used and it is necessary that the stocks of food and water, as well as some basic medicaments, should be sufficient to maintain students for a few days. It is preferable that the food was canned since it minimizes the risk of the food getting spoiled. The water should be stored safely avoiding contact with any hazardous materials or water brought by the flood. Also it is important to provide the supply of electricity which could maintain the relatively normal functioning of the area. This is why it is necessary to provide generators with sufficient amount of fuel that could be used to generate electricity in case of emergency. Furthermore, it is necessary to prepare some warm clothes because the flood may be accompanied by the deterioration of weather which be quite cold and windy.

In such a situation, it is very important to avoid panic. Instead it is necessary to act in accordance to the plan. Using all the resources students can live in the area for a few days. To survive, it is necessary to schedule clearly the day and unite the efforts of all students, i.e. students should keep together in order to help each other in case of some problems. They should avoid approaching water or going outside. They should not try to save themselves if they are not prepared for it, i.e. leaving the area in attempt to finds safer place. Basically, students should wait for help.
